Government funeral support in NZ

What WINZ, ACC and other agencies cover toward funeral costs — and where the gaps are.

NZ has several government schemes that can contribute toward funeral costs, but none cover the full cost of an average funeral. Knowing what each scheme is for, and what it isn't, helps you size any private cover (funeral insurance, life insurance, savings) sensibly.

WINZ Funeral Grant

Administered by Work and Income (Ministry of Social Development). Means-tested — the deceased's and surviving partner's assets and income are assessed. Designed as a backstop where no other funds are available.

  • What it can cover: cremation or burial fees, a basic coffin, essential transport, death certificate fees.
  • Means-tested: WINZ looks at the deceased's estate and the surviving partner's situation.
  • Time limit: Apply within 12 months of the death.
  • Citizenship: Deceased must have been a NZ citizen or permanent resident.

ACC funeral grant

Available where death was the result of an injury covered by ACC — work accidents, road accidents, treatment injuries, and similar. Not means-tested.

  • What it can cover: funeral costs (within ACC's defined limit).
  • Separate from survivor's grants and weekly compensation for the surviving partner / children.
  • How to apply: Through the ACC claim raised against the death.

Veterans' Affairs

For eligible service personnel and their families. Veterans' Affairs may contribute toward funeral costs and offer burial in service cemeteries.

Iwi and community support

Many iwi maintain dedicated tangi funds for members. Marae fundraising, koha from mourners, and employer bereavement support also often play a role. None are government schemes — but they sit alongside WINZ and ACC in the practical funding mix.

The gap

The combined government support is typically meaningful but smaller than a full funeral budget. The honest sizing question is: what would my family realistically need to cover on top of WINZ and ACC, and how do they fund that? Options include:

  • Funeral insurance — lump-sum policy designed for this purpose.
  • Term or whole-of-life insurance — larger sum-insured that also covers income-replacement needs.
  • Savings earmarked for funeral expenses.
  • Pre-paid funeral plan with a funeral director.
